Deputy Mayor Kostiantyn Livakovskyi
Coordinates the activities of the city council’s executive bodies regarding the development and implementation of health care policy, and organizes cooperation with government agencies and relevant institutions.
Born on September 22, 1978.
In 2001, he graduated from Vinnytsia State Medical University and received a bachelor’s degree in Medicine, and in 2020, he graduated from Vinnytsia Educational and Research Institute of Economics at the Western Ukrainian National University and received a master’s degree in Economics.
Work experience:
September 1993 to September 1995 — Junior Medical Assistant at the Yampil Central District Hospital;
August 2001 to August 2006 — Resident Physician, Obstetrician and Gynecologist, Deputy Chief Medical Officer for Public Health Services at the Yampil District Territorial Medical Association;
August 2006 to October 2006 — Chief Specialist of the Health Department of the Yampil District State Administration, Vinnytsia Region;
November 2006 to November 2019 — Deputy Chief Physician for Public Health Services, Chief Physician of the Yampil Central District Hospital;
December 2019 to March 2025 — Director of the Vinnytsia City Clinical Hospital No. 1, a municipal non-profit enterprise;
March 2025 to May 2026 — Acting Director, Director of the municipal non-profit enterprise “Vinnytsia Regional Clinical Diagnostic and Treatment Center for Cardiovascular Pathology,” Director of the municipal non-profit association “First Vinnytsia Territorial Medical Association.”

On May 29, 2026, he was appointed Deputy Mayor of Vinnytsia.
