The powers of the council chairman are defined by the Law of Ukraine "On Local Self-Government in Ukraine", the Charter of the territorial community, and the Rules of Procedure of the city council.

In the elections on October 25, 2020, was elected as a deputy of the City Council of the 8th convocation from the Vinnytsia regional organization of the political party "Groisman's Ukrainian Strategy". At the 1st session of the City Council of the 8th convocation, was elected Chairman of the City Council.

At the 1st session of the City Council of the 7th convocation, was elected Chairman of the City Council.

In the elections of October 25, 2015, was elected a deputy of the City Council of the 7th convocation.

In the elections on October 31, 2010, was elected as a deputy of the 6th convocation of Vinnytsia City Council. Headed the City Council's Standing Committee on Industry, Entrepreneurship, Transport, Communications and Services.

From 2008 to 2015, worked as Commercial Director of Inter-Trade LLC.

From 1999 to 2007, worked as a private entrepreneur.

In 1998, graduated from Vinnytsia State Technical University with a degree in Heat and Gas Supply, Ventilation and Environmental Protection.

Married, wife is Halyna Yablonska, raises two sons Yevhen and Ivan.
