The Executive Committee of Vinnytsia City Council approved the Action Plan for the implementation of the Open Government Partnership Initiative in Vinnytsia City Territorial Community in 2021-2023. This emphasizes that Vinnytsia consistently implements the key principles of the Vinnytsia City Territorial Community Development Strategy until 2030: governance, maximum public involvement in the development of solutions and their implementation.
Fulfilling the commitments included in the Action Plan will enable citizens, including those living in the territories of the adjacent communities, to have more opportunities to participate in decisions related to the life and development of the community. In particular, the Interaction Offices, organized following the example of the already existing HUB Misto Zmistiv (City of Contents), will become centers for disseminating information, holding public events, organizing public discussions, consultations, etc.
Due to the development of the Standards of Public Participation in Decision-Making of Vinnytsia City Council, it is planned to strengthen the effectiveness of interaction between the government and the community on the basis of partnership and mutual responsibility.
“Developing Quality and Good Governance Standards for Civil Society Institutions will foster a general consensus on the standards of work of various NGOs and other nonprofits, establish parity between public expectations and the level of CSO work, strengthen CSO institutional capacity, and increase trust in civil society in general and develop cooperation with local self-government bodies,” explains Halyna Seheda, Chair of the Coordinating Council of the Public Union Network of Civil Society Organizations City of Contents.
According to experts, the introduction of public consultations with the public allows to form a sense of ownership and responsibility for the decisions made; to establish an effective dialogue, increase the level of transparency, predictability, validity and quality of decisions made by local governments.
Joining the Open Government Partnership Initiative is one of the successful examples of cooperation between Vinnytsia City Council and public organizations. After all, the city won the competition together with the NGO Podillia Regional Development Agency and Community Fund Podilska Hromada. This successful experience was presented by Deputy Mayor Andrii Ocheretnyi at the All-Ukrainian Forum “From Idea to Success. Local initiatives are changing the lives of Ukrainian communities", which took place in Vinnytsia on July 23-24. Representatives of the Institute for Urban Development also called on the forum participants to join their communities in the Open Government Partnership Initiative to make extensive use of world experience in building open government at the local level, as well as to share their achievements with other cities.
In 2020, Vinnytsia, together with Ternopil and Khmelnytskyi, joined the Open Government Partnership Initiative (OGP). Vinnytsia City Territorial Community has taken on the responsibility of working with civil society institutions and other OGP members to implement open government at the local level and to improve the government's service to its residents.
The process of participation in the Open Government Partnership is based on the Action Plan, which consists of a strategic vision of open government of the territorial community and a set of jointly developed commitments.
The initiator and coordinator of the implementation of the Open Government Partnership Initiative in Vinnytsia City Territorial Community is the Institute for Urban Development.
