The development of the City Strategy until 2030 Vinnytsia 3.0 has started


For six years in a row, Vinnytsia, according to the results of an all-Ukrainian municipal poll, has been the undisputed leader in the comfort of living among Ukrainian cities. The vision for the next 10 years is to become a modern and innovative center that should set an example for other cities and small communities. On June 11, Vinnytsia Mayor Serhii Morhunov took part in the online conference "Strategic Session 2030: Region-Vinnytsia-Communities". Almost one and a half hundred participants from all over the region joined it. This is a starting point that will form the basis for the development of Vinnytsia Development Strategy until 2030, which this time should take into account the directions and priorities of development of the region and neighboring communities. 

This year, the main strategic document of the regional center – the City Development Strategy "Vinnytsia-2020" comes to the end. We are currently summarizing its results and what has been achieved, and what remains for the longer term.


During the conference "Strategic Session 2030: Region-Vinnytsia-Communities" Vinnytsia Mayor Serhii Morhunov reminded of the projects that were implemented and stressed that a significant impetus to the development of Ukrainian cities was given by the decentralization reform initiated by Volodymyr Groisman.

In particular, Mayor Morhunov said that only in the last five years three large plants have opened in Vinnytsia: Green Cool, Electric Systems, KNESS PV; production of own trams and trolleybuses began (16 cars were made, 9 buses were purchased); four new kindergartens were opened; 8 kindergartens and 10 schools have been insulated, and by the end of this year the thermal modernization of ten more institutions will be completed; a football field for the Palace of Children and Youth was built according to European standards; a municipal Situation Center was established within the framework of the Safe City program; a modern department of anesthesiology and intensive care was opened in the City Hospital 1; hospice department in the City Hospital 3; three new outpatient clinics of family medicine were created in different districts, etc.

At the same time, the Mayor noted that it is necessary to move forward and create a new document that will clearly define the priorities for the development of Vinnytsia for the next 10 years in the context of the development of neighboring communities and the whole region.

The Prime Minister of Ukraine (2016-2019) and the Mayor of Vinnytsia (2006-2014) Volodymyr Groisman, who became one of the initiators of today's online conference, believes that three conditions are necessary for success: a professional approach, clear action plan and people's trust.


Serhii Morhunov voiced the main priorities to be envisaged in the new Development Strategy. In particular, the focus should be on human health – this issue is now even more relevant in the context of the coronavirus crisis. Therefore, major changes need to be made to the health care system.

New approaches are also needed to provide quality infrastructure in remote neighborhoods. The strategic goal is to improve the quality of drinking water. Since last year, the city has started cleaning the Pivdennyi Buh riverbed in the city's water area with the help of dredgers. But the key problem is that regional water delivery enterprise does not currently belong to the city's territorial community. Therefore, it is possible to start the process of modernization of the water supply system only if the enterprise is transferred to the ownership of the city community.

The Mayor also encouraged Vinnytsia residents to join in writing the Vinnytsia 3.0 Strategy by joining the Strategy 3.0: Region, Vinnytsia, Communities online community on Facebook, where they can exchange views and send their projects and proposals.
