On January 30, 2020, the decision on regulations amendment of the executive bodies of Vinnytsia City Council was approved during a meeting of the Executive Committee. The changes are due to Vinnytsia has become the first city in Ukraine to join the European Charter for Equality of Women and Men in Local Life.

According to the European Charter for Equality of Women and Men that was adopted by Vinnytsia in 2017, it is forbidden to discriminate a person on any grounds of sex, race, ethnic or social origin, genetic characteristics, language, religion or belief, political or other views, nationality minorities, property status, place of birth, disability, age or sexual orientation.

Vinnytsia has also become the first city to develop and implement Сommunity for Equality Program. It concerns the equal rights and opportunities of women and men and will continue to operate until 2023.

"Only few people know that Vinnytsia is the first city in Ukraine to join the European Charter for Equality of Women and Men in Local Life. It is a document that outlines the principles of equality between men and women and the importance of following them in life. Not so many people know that gender equality as a whole is about addressing the needs and opportunities of different groups of people, not just men / women alone.

That is why in 2019, we developed and the City Council deputies approved the Сommunity for Equality Municipal Program. "We plan to identify what gender issues are relevant to our community and look for ways to solve them within its framework," Director of the Department of Social Policy Valentyna Voitkova said.
