Vinnytsia is a Leader among Regional Centers of Ukraine on Citizens’ Satisfaction with a Quality of Spheres and Services


The results of the 5th All-Ukrainian Municipal Poll conducted by the Sociological Group "Rating", commissioned by the International Republican Institute (IRI) and funded by the United States Agency for International Development (USAID) have become known recently. Vinnytsia holds the position of a leader among the regional centers of Ukraine on residents' satisfaction with the quality of spheres and services for the fifth year running. According to the poll results, Vinnytsia has shown again the highest results in a satisfaction rate with the quality of 22 sectors and services, with a consolidated index of 3.4 points.

It is noteworthy that the second position with a consolidated index of 3.1 points was "split" between 5 cities this year: Lutsk, Ivano-Frankivsk, Chernihiv, Khmelnytsky and Kharkiv. According to the research results, Vinnytsia has the highest points among the surveyed cities in terms of the condition of a road surface and sidewalks. In comparison with the previous year, the index has improved. It is estimated by the citizens that a city is also the leader in terms of transport infrastructure development (71% of Vinnytsia residents evaluate it positively), street lighting (77% of respondents), and garbage collection (62%), etc.

In comparison with the previous research, the indicator of industrial development in Vinnytsia has increased. Examining the evaluation of Ukrainians in different fields, sociologists have found that Vinnytsia citizens rated local higher education institutions and schools better than citizens of other cities did. In addition, Vinnytsia has the highest index of evaluation of the work of cultural institutions, yards and common surrounding grounds, the quality of heating services, etc.

Vinnytsia continues to be significantly ahead of other cities in terms of accessibility for people with disabilities with a consolidated index of 2.8 points (Lutsk is the closest one to our city in this indicator with a consolidated index of 2.4 points).

77% of Vinnytsia citizens think that the city is convenient for pedestrians. 65% say it is convenient for cyclists, 67% mention about easy to use public transport for passengers. These figures are absolute leaders compared to other cities. On top of all, city people believe that the city is convenient for private cars.

Commenting on the poll results, Vinnytsia Mayor Serhii Morhunov has told: "Congratulations to all Vinnytsia citizens with our common victory! We have achieved this result together and can be proud of living in a leading city. We have the development strategy and a team approach that Volodymyr Groisman has started in Vinnytsia. It helps us implement our ideas and innovations, involve more and more active and creative Vinnytsia citizens in common projects. The attitude to ratings can be different, but for all Vinnytsia citizens it is a sign that we are moving in the right direction to make our city better and more comfortable!" By the way, 78% of Vinnytsia citizens believe that things are going in their home city in the right direction.

The poll was conducted from September 7 to October 10, 2018 in 24 cities of Ukraine (Kyiv and all regional centers, Mariupol in Donetsk region, Sievierodonetsk in Luhansk region. It was not conducted in the Crimea). The total number of face-to-face interviews with permanent city citizens was 19.200 (800 in each city). The sampling is representative for the population of cities by age and gender. The statistical error for each city does not exceed ± 3.5%. A random route and a birthday rule were used for the selection procedure.
