Project “Performance budgets in Cherkassy and Vinnytsia - support for good governance and financial transparency of local governments in Ukraine” (in cooperation with PAUCI)

1.pngMain activities within the project: series of trainings and seminars in Ukraine, consultations, study visits to Poland, internships, mid-term external evaluation, case studies, sub-granting, public debates, final conferences in Cherkassy and Vinnytsia.

The overall project objective is to strengthen the good governance capacity of local authorities of Vinnitsa and Cherkassy regional capitals as well as financial transparency of those cities based on experiences of performance budgeting introduced in Polish cities, especially in Krakow. 

Specific objectives:

·         To prepare social partners of Vinnytsia and Cherkassy (local authorities, councilmen, administration, communal enterprises, NGOs and experts) to introduce performance budgeting in their cities

·         To strengthen the cooperation between NGOs and local administration in planning, monitoring and implementation of local policy and budgets

·         To increase the effectiveness of local finances in accordance with the performance budgeting methodology

The project activities is organized within four stages:

a)      capacity buidling stage (March 2012-December 2012)

b)      case studies stage (2013).

c)      pilot implementation stage (2014)

d)     preparation of complete performance budgets of Cherkassy and Vinnytsia (2014)
